It is also used to make certain minor changes in the existing operations of the station. Applicants are advised to refer to Part 23 of the Commission's Rules before completing the form to determine if other showings are necessary in addition to those specified in the form. FCC Form 403 is used by the Commission staff to determine the applicant's eligibility to operate the station and to receive requested modifications to the facilities. The agency would not be able to determine the applicant's eligibility for acquiring a station license without this information.
