Specifically, the Commission required that upon meeting five and ten year construction benchmarks, nationwide, regional and major trading area (MTA) 50 kHz-based licensees shall file a map and other supporting documentation that demonstrates compliance with a geographic area or population coverage requirement. Basic trading area (BTA) 50 kHz-based licensees shall file a statement indicating commencement of service within one year of initial license grant.
